The famous educator Horace Mann (1796-1859) echoed that observation, calling for &#8220;such education as qualifies for the fulfillment of parental duties&#8221; (Dickinson, 1950, p.5). Philosopher Herbert Spencer (1820-1903) listed among his five types of activities that constitute human life those activities involved in the rearing and discipline of children. Spencer urged educators to include courses in public school curricula that would &#8220;develop efficiency&#8221; in these activities. Yet he observed that formal education was largely ignoring this universal task (Dickinson, 1950). Why was this so?</p>
