			<content:encoded><![CDATA[<p>One of the main problems with central banks is determining whom they are accountable to. For all their independence, the Bundesbank and the Federal Reserve are basically accountable to their governments, and the Federal Open Market Committee&#8217;s minutes are models of openness.</p>
<p>There is much concern, however, at the position of the ECB.The Maastricht Treaty prohibits it from taking orders from politicians, and members of the executive are appointed for eight-year, non-renewable terms. The president, will meet the European Parliament only once a year to explain policy. Outside of this, however it has been stated that no minutes of meetings will be issued. It may be more difficult for the ECB, therefore, to attract public support than the Fed or the Bundesbank.</p>
<p>Also, many people wonder if we really need a central bank. In 1900, only 18 countries have a central bank, compared to 166 today. Some economists still argue that private banks should issue their own banknotes in competition. This is the position before 1845 in Scotland, where nose for back by gold but banks competed. Adam Smith admired system. Surely, we need the role of a lender of last resort? Some argue that the near guarantee of a rescue encourages banks to behave imprudently, an issue called &#8220;moral hazard.&#8221;</p>
<p>Walter Bagehot, commented on moral hazard when he said, &#8220;If things are bad they will certainly continue bad and will probably become worse if the government sustains and encourages them. The cardinal maxim is that any aid to a present bad bank is the surest mode of preventing the establishment of a good future bank.&#8221; Like Adam Smith, Walter Bagehot also favored the old Scottish system. However, he agreed that a proposal to do away with the Bank of England would be as futile as a proposal to do away with the monarchy. Now the latter idea is no longer unthinkable in the UK, we may perhaps into treating central banks the same lack of reverence or not. Central links and their roles will change with the political and sociological factors that affect it.</p>

			<content:encoded><![CDATA[<p>There are two reasons people trade on the forex market.  The <a href="http://hubpages.com/hub/forex-trading-strategies-systems">forex trading strategies</a> that people use are dependent upon which objective you have.  This is a large market with thousands of people, all with different motives for trading.</p>
<p>One is for speculation, which means they are looking to profit off of the minor fluctuations in the exchange rates.  The other is for end use.  That means they are trying to get whatever currency they are trading for.</p>
<p>The latter would be if an American investor wants to buy European stocks.  He would need to first exchange the USD for EUR at a certain exchange rate and then he would buy those stocks.</p>
<p>The other reason would be if an American aluminum company was buying raw materials from Australia and then distributing in China.  They would need to exchange USD for AUD to buy the raw materials.  Then they would need to sell it to China for Yuan.  In order to pay dividends to their investors in the US, they would need to convert Yuan back into USD.</p>
<p>Most of the <a href="http://hubpages.com/hub/forex-investing-managed-accounts">forex investing</a> activity in this market is for pure speculative profit.  Some estimate that it can be as high as 90% of trading activity that is speculative in nature.</p>
<p>Many critics say that the original intent of the forex market has been violated by speculators using their forex trading strategies to profit off of the market.  But many say that those traders are contributing a valuable service by creating liquidity in the currency market.</p>
<p>It used to be that only large institutional traders were given access to the forex spot market.  But now with the internet, retail investors are given access to this large and lucrative market so they can profit as well.  Now, they aren&#8217;t relegate just to the futures market.</p>
